Over 25 years of experience in co-operation in the field of development assistance and professional education in Central Asian countries (UN, GIZ, AFC and others). He was also a scientist and programme manager at a research institute in Germany (under the German Federal Ministry of Food and Agriculture) and was involved in cooperation between German and Eastern European research institutions as well as universities and educational institutions. On 2 September 2022, Torsten Svoboda was awarded the Order "Dostuk" ("Order of Friendship") by the President of the Kyrgyz Republic, His Excellency Mr Sadyr Nurgozhoevich Zhaparov.

Since 2000 Stefan has been working in the field of knowledge transfer and education management with a special focus on Eastern Europe and Central Asia (UN, World Bank, Deloitte). Among other duties, he served as head of an international business school (IBCM International Business College Mitrovica; German accreditation evalag; dual graduation with bachelor and master degrees by Tietgen University College Odense, Denmark) in South-Eastern Europe.
